RAND research · Indiana’s Cannabis Landscape
The market already exists. Indiana is deciding how to respond.
A 2026 RAND analysis documents the scale of cannabis use, spending and cross-border access already shaping Indiana — even without a comprehensive legal cannabis market inside the state.
RAND estimates Indiana residents spend about $1.8 billion per year on cannabis, with a modeled range of $1.2 billion to $2.6 billion. The researchers note that this total likely includes some intoxicating-hemp spending in Indiana, while other cannabis dollars flow through illicit markets or legal markets in neighboring states.
